Development Plan

In South Australia, Development Plans are the principal documents used to guide development and against which development applications are assessed. Each council area has a Development Plan specifically related to that area.

Development Plans are updated regularly through a Development Plan Amendment (DPA). This enables Council to provide enough land for future use, respond to changing development and population patterns and reflect State Government objectives for future development. Both a Council and the Minister for Planning may amend Development Plans, but the Minister is ultimately responsible for their content, structure and layout.

Planners use Development Plans and the Development Act, 1993 to assess development applications.

The Development Plan provides guidance to Planners when assessing development applications while the Development Act, 1993 and Development Regulations, 2008 set out the legislative frame-work.

Development Plans cover separate geographic areas of the State (one Plan for each Local Council area, plus, other Development Plans covering areas not situated within Local Government boundaries).
